Compliance Investigator/Inspector

The Investigator/Inspector, under the supervision of the Chief Operating Officer, is responsible for supporting the licensed programs of Hope Enterprises, Inc. with the completion of Incident Management-related investigations according to the Incident Management (IM) bulletin, Pa. ODP Certified Investigation Program, and in a manner consistent with Hope’s policies and procedures.
The Investigator/Inspector’s primary role is to conduct IM-related investigations, conduct interviews, take notes, take photographs, collect evidence, prepare sketches, document findings, manage incidents, review documents and records, identify targets, report targets upon identification for separation from clients, complete and (re)-compile reports as necessary or recommended in compliance with the Office of Developmental Programs (ODP) Incident Management regulation and requirements. The
Investigator/Inspector’s secondary role shall be to conduct and report on residential and programing site inspections on a regular basis to ensure regulatory compliance, adherence to HOPE policy and procedure, and all applicable laws. This shall include scheduled, unscheduled, or random compliance/inspection visits to any/all residential sites, satellite offices, facilities, programs, or offices as needed.
Essential Functions
The essential functions of this position consist of the ability to communicate with advanced spelling and grammar skills, read and comprehend what is read, and advanced expressive and receptive language skills with or without reasonable accommodation.
Specific Duties
- Comply with ODP Incident Management, MR Bulletin, and PA. Title 55.
- Conduct IM-related investigations to meet standards established by ODP Certified Investigation Program and Hope Enterprises, Inc. policies and procedures.
- Provide complete and thorough oral report and written documentation of all investigations conducted, with or without reasonable accommodation.
- Document review of evidentiary findings within the outline Enterprise Incident Management system
- Participate in the administrative review process to inform administrative review team of evidentiary findings
- Maintain ODP Certified Investigator/Inspector certifications by meeting requirements set forth by ODP Certified Investigator/Inspector Program. Initial certifications will be scheduled according to the available dates of agencies providing the classes.
- Have a working knowledge of HIPAA.
- Have a working knowledge of all HOPE programs, policies, and procedures.
- Maintain strict confidentiality.
- Identify needs and weaknesses of service delivery.
- Participate in the development of policies and procedures to improve operations of service delivery.
- Maintain impartiality.
- Evaluate environmental and site security issues.
- Maintain the ability to respond/initially address an incident within 24 hours (holidays and weekends).
- Maintain an on-call status.
Other Duties
- Communicate with all personnel as appropriate and necessary.
- Participate in other committees as assigned.
- Make presentations as assigned.
- Obtain training as needed.
- Obtain/maintain certifications as needed.
- Effectively manage, coordinate, and supervise critical incidents.
- Act as back-up to other Compliance positions when needed.
- Act as back-up Incident Management Representative.
- Act as HCSIS/EIM Administrator.
- Act as back-up Privacy Officer.
- Assist as Administrator Role in Relias, Welligent and MITC.
- Obtain/Maintain Certified Investigator Certification and ODP Quality Management Certification to support the agency with the Quality Management Plan.
- Perform other duties as may be required or assigned.
Qualifications
- Bachelor’s degree from an accredited college or university in a Human Services or business-related field and 2 years of work experience in administration or supervision in the Human Services field. OR
- Associates degree in Human Services or business-related field and 2 years of work experience in administration or supervision, OR
- A combination of education, training, and experience commensurate with conducting compliance related investigations.
Necessary Credentials
- Obtain/Maintain and hold a Certified Investigator Certificate.
- Obtain/Maintain and hold a Quality Management Certificate.

- Must be self-directed, with attention to accuracy and meeting deadlines
- Proficiency working with various software and technology - Microsoft Outlook, Microsoft Word/Excel/PowerPoint
- Must be collaborative, team-oriented, and professional; present a positive attitude at all times in working with Individuals, Staff and outside agencies
- Act as an appropriate role model and present an acceptable appearance and image when representing the agency
- Must possess a current, valid driver’s license from state of residency, and when required to drive an agency vehicle, must be insurable under Hope’s insurance carrier
- Comply with Confidentiality Policy and all applicable HIPAA Regulations
- Have full knowledge of and promote Hope Enterprises Inc. Policy and Procedures
- Maintain knowledge of current ODP policies, procedures, and emerging practices
Hours
Full-Time, Exempt; 40 hours per week; Flexible Hours Required
